The Valencia quests require beating the Mediah part of the main story, or being level 56 and completing both the Sucession and Awakening questlines, which Drakania doesn't have. Second time through I grabbed a mount and spammed skip on everything I could. Due to travel, quests, and a game of Yar, it took just over 4 hours. At the end you will be just above 50. You are not "stuck" doing Mediah at that point you can kill any mobs to level. They want you to reach awakening by killing the Rogues, Helms, etc..Remnants of the Rift. Now to start the Black star quest you have to do a quest that is the remnants of the Rift. And so remnants of the rift can be acquired by doing dark rifts and getting lucky and getting this, and you can activate by right-clicking on it. And it will give you the quest that you can complete.
